Multi-Objective Two-Stage Stochastic Programming Model for a Proposed Casualty Transportation System in Large-Scale Disasters: A Case Study

Disaster management is a process that includes mitigation, preparedness, response and recovery stages. Operational strategies covering all stages must be developed in order to alleviate the negative effects of disasters. In this study, we aimed at minimizing number casualties could not transported hospitals after disaster, additional ambulances required stage, total transportation time. Besides, assumed data-driven decision support tool employed track up-to-date hospital capacities, so as direct available hospitals. For purpose, multi-objective two-stage stochastic programming model was developed. The applied district Istanbul city Turkey, for major earthquake. Accordingly, with holistic perspective multiple objectives, periods locations. solved using an improved version augmented ?-constraint (AUGMECON2) method. Hence, Pareto optimal solutions set has been obtained compared best solution achieved according objective time, see effect ambulance direction decisions based on capacity availability. All examined these comparisons were evaluated terms effectiveness equity. Finally, managerial implication presented contribute decision-makers results obtained. Results showed without implementing tool, equity casualty cannot among demand points.
